CM tools are designed to automate the configuration and maintenance of multiple networked systems. Chef and Puppet install an agent daemon on the hosts to be managed. This daemon is configured to run at specific intervals. There are ways to push to each of these as well but that’s not how they were designed or meant to be used. There’s also masterless mode (at least on Puppet). SaltStack runs on Linux and BSD, whereas Puppet and Chef run on Linux (RHEL, SLES and Ubuntu in their latest versions) only. The creation of Salt, aka SaltStack, was largely the work of its co-founder, Tom Hatch.
CloudFormation and Terraform are “orchestration tools”, which means they are designed to provision the servers themselves, leaving the job of configuring those servers to other tools.
